The countries which are most at the risk of missing out on the current technological opportunities are Latin America, sub- Saharan Africa, and the Caribbean. Despite China’s calibre to produce and innovate frontier technologies, it ranked 35th because of urban-rural disparities in broadband speed and internet coverage.
