New Construction retains the dominant share because Asian and Gulf development volume is enormous and specifying green performance during design costs a fraction of remediating it later. Renovation grows faster because compliance deadlines apply to buildings that already exist and cannot be deferred by pausing development, and because land-constrained cities favour adaptive reuse that preserves structural shells along with their embodied carbon.
